NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS City of Bristol June 14, 2019 111 North Main Street Bristol, CT 06010 860-584-6185 This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Bristol. REQUEST FOR RELEASE OF FUNDS On or about July 15, 2019 the City of Bristol will submit a request to the HUD Hartford Field Office for the release of Community Development Block Grant Funds under Title 1 of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended, to undertake project known as and referenced below for the purpose of providing financial assistance for eligible applicants as defined by HUD that meet one or more National Objective. The Bristol Development Authority will provide financial and technical assistance for the following projects. FINDING OF NO SIGNIFICANT IMPACT The City of Bristol has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Bristol Development Authority 111 North Main Street, Bristol CT 06010 and may be examined or copied Monday through Thursday 8:30 A.M. to 5:00 P.M., and Friday 8:30 A.M. to 2:00 P.M. (summer hours). Residential Housing Rehabilitation, City-Wide, Bristol Purpose: Assist single- and owner-occupied multi-family households, up to 4 units - City-Wide; assist eligible applicants with minor rehab or improvements related to structural, health/safety, and code-related concerns. Examples include roof repair/replacement, heating systems, windows/door replacements, handicap access. Sidewalk Replacement, Target Areas, Bristol Purpose: Replace sidewalk and curbing to improve pedestrian safety in the West End. Bristol Historical Society Purpose: The installation of a lift to enable visitors and volunteers to access the second floor of the museum. Neighborhood Housing Services of New Britain/Bristol Affordable Housing Initiative Purpose: To provide sewer and water connections from new housing construction on Gridley Street and Pine Street, where 6 units of quality two-family housing will be constructed to be occupied by low- to moderate-income families. Turning Point Christian Center Purpose: To install an updated steam boiler system that will provide more energy efficient heat for the large historic house. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Bristol Development Authority. All comments received by July 15, 2019 will be considered by the Bristol Development Authority prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing RELEASE OF FUNDS The City of Bristol certifies to the HUD Hartford Office that Ellen Zoppo-Sassu in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's Hartford State Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bristol to use Program Funds. OBJECTIONS TO RELEASE OF FUNDS HUD Hartford State Office will accept objections to its release of funds and the City of Bristol certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Bristol; (b) the City of Bristol has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR part 58 before approval of a release of funds by the HUD State Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, sec. 58.76) and shall be addressed to the HUD Hartford State Office; One Corporate Center 10th Floor; Hartford, CT 06103.
